sam_db_server Release Notes V3_4_8

This version of sam_db_server:

• Fixes a bug in InFile.py for routing (discriminate between station disk fullPath and external disk fullPath).
• Clean up sam_setup.[c]sh files, table file, add DEPENDENCIES file so that we can build using "standard" tools (gmake plus the release.sh and update.sh scripts from the released version of sam_util).
